Authorities in Brattleboro say a welfare check at a home on October 16 led to the arrest of two people and the removal of multiple animals from the property.
Police said an officer went to the residence of 54-year-old Matthew Plantiknow and found conditions that were so poor and unsanitary that the situation was deemed harmful to the animals living there. Several cats and dogs were taken from the home.
Investigators also determined that Monica Lankton, 50, had responsibility for the animals and arrested her as well. Lankton is from New Hampshire, while Plantiknow is from Vermont.
Both are scheduled to appear in court in December.
