Lt. Col. Shawn Loan was sworn in Friday morning as the new director of the Vermont State Police during a ceremony at the Statehouse attended by relatives, friends, and members of law enforcement.
Loan, a 19-year veteran of the agency, replaces Col. Matthew Birmingham, who led the department for 11 years and oversaw major changes including police reform measures, the rollout of body cameras, and shifting public attitudes about policing.
In his new role, Loan said he intends to focus on stronger communication, data-driven decision-making, and developing future leaders within the department. He also plans to expand the use of technology and put greater emphasis on preventing crime before it happens rather than only responding after the fact.
