Putney Man Deemed Unfit for Trial After Chainsaw Incident

In Windham Superior Court, Rowe was held without bail and underwent an outpatient competency evaluation.

 

A Putney resident, James R. Rowe, has been deemed not competent to face trial following an incident where he allegedly threatened law enforcement with a chainsaw. Rowe, 54, faces multiple charges including aggravated assault on a police officer, resisting arrest, and violating conditions of release linked to an April event.

In Windham Superior Court, Rowe was held without bail and underwent an outpatient competency evaluation. The evaluation revealed that he suffers from certain psychotic disorders, leading Judge Michael Kainen to conclude that Rowe is not fit to proceed with the trial. Rowe's lawyer from the Windham County Public Defender's Office asked for a status conference to discuss future proceedings.

The incident began on April 10 when deputies from the Windham County Sheriff's Office attempted to arrest Rowe on a warrant for making false reports and obstructing traffic. He allegedly made multiple calls to 911, at one point claiming he was being stalked. When authorities arrived, Rowe reportedly fled into his home.

The following evening, deputies found Rowe on Bellows Falls Road, attempting to flag down vehicles. Upon seeing the officers, he retreated inside his house. Later that night, he was spotted on his lawn beside a large fire. As officers approached, Rowe reportedly ignored commands and began starting a chainsaw. Rowe resisted arrest, clutching the chainsaw even after it was turned off. Deputies eventually subdued him, using a baton to pry his arms free as they were near the fire. Following a struggle, officers managed to handcuff Rowe.

In addition to the recent allegations, Rowe has a history of legal troubles. Earlier this year, he was accused of assaulting two individuals during a rent dispute, and he allegedly caused significant damage at the Westminster State Police barracks after that arrest. He also has an outstanding warrant from Rutland County for failing to register as a sex offender, and his criminal record includes past arrests and a conviction for sexual assault in 2000. Rowe is currently held at the Vermont State Hospital as discussions continue about his legal future.
