The Village at Winston Prouty Pursues Impact Investment Strategies

The project aims to create housing to address the ongoing issue of affordability in the area.

 A significant effort is being made to gather funds for the Village at Winston Prouty, which is set to begin construction soon, thanks to a recent financial boost from the Vermont Treasurer's Office. This initiative revolves around generating a total of $4.75 million for the first phase of the development, bolstered by a commitment of $4 million from the state of Vermont and $1 million through various financing options.

The project aims to create mixed-income and mixed-age housing to address the ongoing issue of affordability in the area. Chloe Learey, who serves as the executive director of the Winston Prouty Center for Child and Family Development, highlighted a pressing need for $2 million within the immediate future to ensure that the 28 planned housing units can be built this year.

Learey emphasized the importance of impact investing and various mission-driven financing strategies to accomplish this goal. Currently, $330,000 has been pledged towards this fundraising effort. She expressed urgency, noting that delaying the project is not an option given the rising costs and the community's long-standing need for additional housing options.

In discussing funding approaches, Learey indicated that financing should not solely depend on direct donations from individuals. Alternatives are being explored, including institutional investments where larger organizations could allocate their resources towards the project, thus receiving a return that benefits both parties involved. This could also include options for individuals at retirement age who can channel their IRA distributions into the initiative.

Marty Cohn, a public relations consultant for the project, remarked that this development transcends typical real estate endeavors. It addresses critical issues regarding housing access and affordability while also contributing to local economic stability and growth.

Learey pointed out the project's intention of providing missing middle housing, which has historically been overlooked due to complexity in financial modeling. The approach will prioritize the simplicity of funding through impact investment and donations, avoiding convoluted tax credit structures, so that they can efficiently deliver housing solutions.

Moving forward, the model developed during this phase is expected to serve as a blueprint for future projects within the community. The Village at Winston Prouty will be situated on the campus of the Winston Prouty Center for Child and Family Development, integrating living spaces with established early childhood education and family support services to foster a well-rounded community atmosphere.
