Financial Oversight Raised Amid Windsor County Sheriff’s Office Scrutiny

Due to spending practices during Ryan Palmer's administration investigations into both mismanagement and alleged criminal conduct have been triggered.

The Windsor County Sheriff’s Office, led by Sheriff Ryan Palmer, has come under scrutiny due to spending practices during his administration, as revealed by recently obtained bank statements. These documents, acquired via a public records request by the Valley News, outline spending patterns that have triggered investigations into both mismanagement and alleged criminal conduct.

In January 2023, Palmer’s tenure began, during which the sheriff's office incurred more than $30,000 in expenses through Amazon, covering a range of items from restaurant meals to retail goods. Comparatively, since his arrest in January of this year, the office's Amazon spending has notably decreased to just $47 for a charger for a police cruiser. Costs associated with dining and lodging during Palmer's time in charge have raised eyebrows, with the department reportedly expending over $40,000 on restaurants, hotels, and other retail purchases.

An audit conducted every two years by the state revealed significant discrepancies in the sheriff’s department’s financial records. An incomplete report from an accounting firm cited a lack of traceable documentation and unsupported figures exceeding $500,000 across various accounts. This prompted the state's investigation into potential financial mismanagement alongside the sexual misconduct allegations against Palmer.

The allegations against Palmer are serious, encompassing multiple felony and misdemeanor charges stemming from an investigation initiated after complaints regarding financial improprieties surfaced. These include charges for lewd conduct, obstruction of justice, and solicitation of prostitution, with Palmer pledging not guilty. The sheriff has remained in office amid these charges but has delegated management duties to Chief Deputy Claude Weyant as legal proceedings unfold.

Weyant, addressing the financial irregularities, stated he had limited insight into the expenditures, particularly concerning the $100,000 spent on Amazon, restaurants, and direct payments to Palmer himself. Despite the financial concerns, Windsor County Clerk Pepper Tepperman clarified that the expenses were funded by the department and were separate from allocated county funds for operational needs.

Palmer faces scrutiny for additional charges, with his next court appearance scheduled in Rutland. Vermont State Police continue to investigate the allegations against him, indicating that both the financial practices within the sheriff’s department and the serious nature of the misconduct claims remain under examination.
